Make a new image File>New, use exactly 12x12 pixels, background white, click OK.

Use black as foreground and white as background.

Edit>Fill or use the paint bucket tool to fill the image black.

Zoom in the image to 3 time larger with the zoom tool. (Use tool to click on image 3 or 4  times.)

Use Elliptical Maquee tool to draw a circle.

follow this options:

Click on the image, you should have a round selected area, move the circle to the middle.
