BULLITTSBURG BAPTIST CHURCHBOOK
1795-1800Rules for governing the church
{The rules were not stated at the organization of the church. They developed as they were needed for the church to properly function as a local body of Christ. This list was drawn up October 5th. 1799 and "ordered to be recorded in front of the Record Book." The grammar and spelling are unchanged; additions by this editor are in [ ]. — jrd}Rule 1st Reception of members to be by unanimous consent of the church. Folio 3, Nov., 1795.
Rule 2d Any member wishing to speak in the church is first to rise and address the moderator, & not to speak more than twice to any matter without the leave [permission] of the church. Fol. 3, June, 1795.
Rule 3d A complaining member in any matter shall have no voice in the decision. Fol. 8, March, 1797.
Rule 4th Any member found guilty of sin by majority is not to be restored without unanimous consent. Fol. 8, April, 1797.
Rule 5th Exclusion to be by unanimous consent of the church. Fol. 8, April, 1797.
Rule 6th All transgressions to be dealt with agreeable to the 18th of Matthew except in extraordinary cases of which the church is to judge. Fol. 11th, August, 1797.
Rule 7th Any white male members of this church, who shall fail to attend a church meeting (unless the church shall be satisfied with the cause of such absence), he is requested to come forward at the next [meeting] and give reasons for his absence, then in case of failure, the church shall appoint a member to cite him to the next meeting to give Satisfaction for his neglect. The Baptist Church of Christ at Bullittsburg, Campbell County Kentucky, was Constituted June-- 1794 on the Philadelphia confession of faith as received by the Elkhorn Association, by Joseph Redding and William Cave [who were representatives from Great Crossing Baptist Church, near Georgetown, KY. Redding was their pastor.]
Of the following members. (to wit)
Lewis Deweese, John Hall, Eliza. Hall, Chichester Matthews, Agnes Matthews, Joseph Smith & Leanna Smith. The minutes of the proceedings of this church from the time of her Constitution till February 1795 were lost. In which time joined the following members, Jeremiah Goodrich, John Jones, George Corn, Isabelle Corn and Elizabeth Smith.FOLLOWING ARE THE MINUTES OF THE BUSINESS MEETINGS OF THE CHURCH:
At a meeting held for the church at Bullittsburg February 7th, 1795 Dorcas Carlton produced a letter of recommendation, and was received a member of the church.
Benjamin Bryan by Experience for Baptism.March 8th, 1795. No business brought forward, were dismissed.
April, 1795.
The matter of a Deacon taken under consideration & referred.May 2d, 1795.

The motion to consider the propriety of Elders distinct from Ministers was taken up, and decided there is such office.

Any member neglecting to partake of the [Lord's] Supper at Communion seasons, it is requested should make known to the Deacons the reason for such neglect.

Also the ordination of James Lee taken in[to] consideration and agreed to pospone ordination, but to encourage Bro. Lee as a preaching man to come and see us as often as he can for better acquaintance [Lee apparently lived near present-day Edgewood, Kenton County, KY].

Isaac Carlton laid under suspension for selling a heifer, not knowing to be his own.
[When suspended, a member could not partake of the Lord's Supper. It was the first step in discipline if the issue could not be completely settled when it was brought before the church. However, suspension was not as serious as exclusion, (or excommunication), which removed the member from the church membership. If the person repented — gave satisfaction — then restoration of membership was granted. jrd]Agreed to reconsider the propriety of building a Meeting house at the seats by Sister Cloud's ry'd [road].

On a request from Brethren in dry Run settlement [It is believed that this is the present-day Dudley Pike area, of Edgewood, Kenton County; the church was near the old water tower], for helps in Constitution [organizing a church].
Appointed Brethren John Taylor, George Eve, Lewis Deweese, William Cave & John Hall to attend on the third Saturday in September to see if they are ripe [ready] for Constitution.
Query, whether we are bound to deal with publick Transgressors, agreeable to the direction given in the Eighteenth of Matthew. Answered in the affirmative, Except in Extraordinary cases, of which the Church is to be the Judge.

Whereas it [is] represented to this Church that there is a difficulty between Bre’n J.[ohn] Taylor & Jas. McIntosh, agreed to call a meeting on Wednesday 15 Instant to try to settle the same.Call’d meeting.

The difficulty [is] between Brethren Taylor & McIntosh. The matter being fully investigated, & McIntosh found in fault, & made confession; which gave full Satisfaction [to the church].First Saturday in December 1797 William Cave moderator.
The reference respecting Ministers being equally bound with other members to pay their proportion of Church expenses, was taken up, and answered in the affirmitive.[The ministers received no financial compensation for his pastoral services, so some ministers believed their services ought to serve as their contribution; the church ruled otherwise. — jrd]

Bro. Hall complained of Benjamin Moore, for leaving this neighbourhood for about nine months past, when promised a return in a very short time & discharge several Debts, which he has failed to do. The matter taken up, and agreed to write to him to attend next meeting and answer the Complaint.

Association to be held at the forks of Elkhorn [Baptist Church, near Lexington] the 2d Saturday in August next.
Also appointed Brethren Cave & Graves to write a letter to sd [said] Association, and that the same be presented and read at the next Church Meeting.
Query, whether we agree to bear the Expences of our Messengers to the Association -- Answered in the Affirmative.
Agreed to pay our present messengers for expences the Sum of five Dollars.

The referance of Benja[min] Moore [was] taken up, and his letter stating his excuse for not attending last meeting, was read, and agreed to pospone the matter till next meeting.
The reference of best method to be taken with members who fail to attend Church meetings, Taken up, and agreed that any white male member of this Church, who shall fail to attend a Church Meeting (unless the church shall be satisfied with the cause of such absence), he is requested to come forward at the next [meeting] and give reasons for his absence. John Ramey who was appointed to treat [talk] with Francis Lehew (who is said to be a member of our order) on the Subject of Joining, reported that he had treated [talked] with him (he failing to appear) thereupon it is agreed that Bro. Taylor treat with him again on that Subject, & report next meeting.First Saturday September 1st 1798 Bro. Taylor moderator.
A Complaint brought in by Bro. Forest Webb against Bo. William Bates for entering into a Rangleing [wrangling] dispute with some men at the time of his Daughter's Marriage, and throwing a stick at, & threatening to stab them, if they should Rush upon him.
Also another Complaint brought in by Bro. John Jones against the said Bro. Bates for unseasonable visits at the house of a woman, with whom no other white person (Except small children) resided, the defendant being absent, the matters thereof were defer[r]ed.
Francis Lehew came forward & was rec'd by letter.
A Complaint brought in by Forest Webb against Bro. John Ramey for the Act of Extortion in selling Corn. The matter thereof, taken up, & he failing to give Satisfaction, was Suspended. And [we] appointed Breth[ren]: Taylor, Vawter, & McIntosh to Labor with him, and report next meeting.
The reference of Benjamin Moore taken up, and [he] gave Satisfaction by acknowledging his error, and discharging the demands of his Creditors.
Granted to Bro. Benja[min] Moore a letter of dismission.
William Bates came in, and the references concerning him, taken up & after full investigation, it is thought he is faulty, & fail'd to give Satisfaction, were Suspended — & [we] app'd [appointed] Brethren Eve, Deweese, & Johnson to negotiate with him, & report [at our] next meeting.Saturday October 6th 1798 Lewis Deweese moderator.

Query, how far shall we as professors encourage Exhibitions as is generally practiced in Schools[?] Answered that we approve Exhibitions so far as to Single speeches & dialogues, but no plays, or any other thing that might corrupt the morals of the youth.Saturday February 2d 1799 Bro. Agreed that when a stated meeting is held at one Extreme part of this Settlement, that the other [part] shall not be deprived of the same privilege when thought necessary.Saturday April 6th 1799 Bro. Wm Cave mod.

A Complaint brought in by Bro. Eve against William Standley for taking a bill of sale from his Creditors, and after a full investigation of the matter, he failed to give Satisfaction, was Suspended.

On the motion of Bro. Lewis Deweese it is ordered that a Certificate of his [him] being in regular Communion with this church be granted him for obtaining [a] License to Solemnize Matrimony.

A Complaint brought in against Sister Jane Cloud & Bro. William Cloud for harsh & unsavory speeches & Railing. The matter was taken up as to her & investigated & satisfaction not given [she] was Suspended.
Also the matter as to him was taken up and investigated & he failing to give satisfaction was also Suspended.Dec'r 7th 1799 William Cave Moderator.
The reference concerning Sist'r Jane Cloud taken up and she restored to fellowship.
The reference concerning Bro. Wm Cloud was also taken up (he being absent) agreed to call a meeting on Saturday next, in order to settle the complaint & appointed Brethren McIntosh & Graves to cite him to said meeting.
Motioned that all persons restored to fellowship from a state of Excommunication, or suspension shall receive a word of reproof or admonition from the moderator, and the Right hand of fellowship [be] given to the restored. Taken up & answered in the negative.
Called Meeting Saturday 14th of December 1799 for the purpose of Settleing [sic] a Complaint against William Cloud. Bro. Deweese Moderator.
The matter was taken up. and he failing to give Satisfaction was Excommunicated.January 4th 1800 Bro. Eve Moderator.
A Complaint brought in by Bro. Thomas Whittaker against Bro. John Hall for keeping as a Compensation for his Troubles & Expences one half the money which he rec'd [received] for a piece of Land by him sold & conveyed in Virginia, belonging to Bro. Chichester Matthews.
The matter was taken up, investigated and [we] appointed Brethren Cave, Conner, Kirtley, Watts and Jones as a Committee to state and settle the matter; who retired and returning, reported as followeth (to wit) that Hall restore to Matthews twelve dollars more, on Matthews giving him a Bond to indemnify him of Conveyance aforesaid, with which Hall refuses to comply, without good Security to said Bond, which being more than the Church requires, and thereupon the matter is continued.
Agreed to consider the propriety of calling a pastor. The matter was taken up and continued.Saturday February 1st 1800 Bro. Taylor Moderator.
The reference concerning Bro. Hall was taken up and Satisfaction given.
The reference of calling a Pastor was taken up investigated, and thought unnecessary at present

Motioned that a plan be fixed on to communicate [contribute] something for the support of the gospel [preacher]. The matter was taken up and continued.

Agreed that an invitation be given Bro. Eve to continue with us — which was by the Moderator perform'd accordingly.March 1st 1800 Bro. William Cave Moderator.
Motioned whether we think it [is our] duty to communicate [contribute] for the support of the Gospel. (or not). Taken up & refer'd.
Bro. Jno Craig appointed to cite Bro. William Standley to attend our next Church Meeting, in order to give his reasons for not attending Church Meetings past.

The reference for fixing a plan for communicating [giving] something for the support of the gospel was taken up, and agreed that any sum to be raised for that purpose, to be appointed by the Elder and Deacons of this Church who are to report thereof.
Bro. Standley who was cited to attend this meeting & give his reasons for neglecting to attend Meeting, failed to appear, and thereupon the matter is refered till next meeting.Saturday 3d day of May 1800 Bro. Taylor Moderator.

The report of the Elder & Deacons, who was appointed to apportion the sum of 30 dollars on the members of this Church for the use of Bro. Deweese, was returned and approved.

Motioned, that, Brethren Cave, Kirtley, Vawter & Matthews, who heretofore have at particular times Exercised a publick gift be at liberty to exercise the same in future at their discretion, which was agreed to Accordingly.
Martha Dicken admitted a Member of this Church by letter of recommendation from the Great Crossing [Baptist] Church [near Georgetown, KY].
Jacob Bullock Jun'r received a member of this Church by a letter from the [Baptist] church at Plymouth in the state of New York.
Ann Thialkill receiv'd a member of this church by a Letter from the [Baptist] Church at McConnols run [now known as Stamping Ground Baptist Church, in Scott County, KY].
Jacob Bullock Sen'r (who is by information) a member of our Society, immigrated to this country without being duly dismissed, is admitted a member of this Church by Experience [and statement of his baptism].

Appointed Brethren Taylor, Cave Kirtley & Watts Messengers to our Elkhom Association to be held at Bryants [Station Baptist Church, Lexington]. the second Saturday in August next.
Also appointed brethren Taylor & Graves to write a letter to said Association and the same to be read at next Church Meeting.
Agreed that at any of our stated meetings, a Door may be opened for the reception of Members when thought necessary.
Agreeable to the request of our brethern at Dry run [Baptist Church], [we] appointed brethren Taylor, Cave, Kirtley and Conner, to attend at dry run Meeting house on the third Saturday of this [month] — Instant in order to assist them in a Constitution [organization of a church,] if to them it may appear Expedient.

Nanny (belonging to Bro. Taylor) who was formerly Excommunicated from Clear Creek [Baptist] Church [in present-day Woodford County], this day made a Satisfactory acknowledgement to this church and was restored to fellowship.
The motion for building meeting house was taken up and [we] agreed to build a framed one at this place 40 feet by 24 and 13 feet pitch, and appointed Brethren Cave Johnson William Montague Robert Garnett & Christopher Willson to fix on a plan for the further Compleating of the Same; and also to ascertain the price of the different species, [and] property, that may be thought suitable to defray the expence of the building, and likewise how much money may be deemed necessary to procure the nails hings [hinges] locks & windows [and] glass for the same, and report thereof at next meeting.
Brother Richard Vawter dismissed by letter.
Agreed that Brother William Cave sen'r be at liberty to appoint a meeting at any time & place, and exercise a publick gift [to preach] in any way that he think[s] may be necessary.Saturday 6th day of December 1800 Bro. Taylor Moderator.
